Kirklees Council provide a range of activities and services to help the whole family take a break from the extra demands they experience when caring for someone with a disability.
These are often referred to as short breaks and come in many different forms. They include the Young People’s Activity Team (YPAT), Orchard View, Direct Payments, Domiciliary Care (Care at home) and community-based activities such as Energise by Endorphins, Shabang, and other types of youth clubs.
The council recognise that some parents, carers and young people specifically require centre-based short breaks to meet their needs (such as YPAT and Orchard View). However, families have told us that their needs could be met in more flexible ways and in their own communities. This would make the support more tailored to individual families.
We are therefore seeking the views of people who use these services. This will help us to redesign current services and shape the way forward.
We want short break and respite support to make the best use of resources by being flexible, local and by working more closely with other services. We believe this will better meet the needs of those who access short breaks and respite support, while delivering services in a better way for families.
In September of this year, the Kirklees Cabinet – the council’s main decision making body – agreed that this consultation would take place. If you would like to read the Cabinet report, it is available on the Kirklees Council website.
Kirklees Council are holding a series of drop in sessions for families to discuss this consultation and share their views.

Activity Provider |
A person or group that runs an activity. |

Cabinet

The Cabinet is the executive decision-making body of the Council. |
Carer |
A person who provides unpaid support for your child, they might be a family member a partner, neighbour, or friend. This is not the same as a paid care worker. |
Children with a Disability Service |
A team that carries out assessments for families of children with a disability. |
Community |
A group of people who have something in common or live in the same place. |
Community Activity Groups |
An organised activity for children that takes place in a community setting. |
Domiciliary Care |
This is the support you might receive from a trained individual or nurse coming to your home to administer care of some kind. |
Direct Payment |
If you or someone you care for get help from social services, you can apply for direct payments, your direct payment will allow you to manage your own budget and support, you may choose to do this by employing your own personal assistant or domiciliary care agency. |
Disability
|
Official definition paraphrase (Equality Act 2010): a physical or mental impairment which has a substantial and long-term adverse effect on that person’s ability to carry out normal day to day activities. |
Education, Health and Social Care |
A general term used to describe the different support young people and families may use. |
Eligibility Criteria |
A framework which determines whether someone’s assessed needs qualify for support from the Local Authority. |
Inclusive |
Where everyone feels comfortable, respected, and can take part. |
Local Authority |
An organisation that is officially responsible for public services in a particular area. |
Participation |
Taking part in an activity or decision. |
PCAN |
Parents of Children with Additional Needs is the independent, parent-led forum for all parents and carers of children and young people with additional needs aged from birth to 25 years. |
Personal Assistant (P/A) |
A PA (Personal Assistant) is paid to support children who need help because of their disability, to enable them to live as independently as possible. This could include, supporting people to access community activities as well as help with personal care such as bathing and getting dressed. |
Provider |
Someone who offers a service or activity. |
Short Breaks

Short breaks are a way of getting a break from your caring responsibilities. Short breaks are an opportunity to recharge batteries, spend time with others or pursue a particular interest. They can also allow your child to have a change of scene, try different experiences, have fun and make friends. |
Short Breaks Statement |
The Short Break Statement is to let parents know who can access short breaks, what short breaks are available to young people and their families in Kirklees. |
Shared Lives |
Kirklees Shared Lives matches vulnerable people aged 16 and above to suitable registered carers enabling them to live in a safe, comfortable, family environment. Shared Lives promotes and offers independence, social inclusion and a sense of being part of a community. |
Targeted Activities |
Activity groups with an understanding of disability. |
The Local Offer |
The Kirklees Local Offer provides relevant information for families of children, young people with special educational needs and disabilities. |
Universal Activities |
Activities that are open to all young people. |
